I had just this problem 2 days ago. Your JAVA_HOME needs to point to a JDK,
not a JRE. Be sure you have a full JDK installed somewhere and that the
JAVA_HOME environment variable points to it.

Could we get a better error message for this case? In ant it says something
nice
like "build.xml not found".
