The blog is a bit vague, and the CVS code doesn't explain its use. Is the maven-wagon plugin essentially the "deploy" and "artifact" plugins generalized for other applications use? If so, this is HUGE! I know of several other applications that have taken maven-like approaches to downloading services/jars/updates.
