missing jar from ibiblio/maven/taglib: jstl.jar

I'm able to get "standard.jar", but the "jstl.jar", which is part of 
the jakarta-taglibs-standard-1.0.4 download in lib is not at ibiblio.  
I wonder why not?

Both are needed to use JavaServer Faces.
