A little more complex and slightly less straightforward, I would assume you could do this using XML entity trickery. For instance:

<!DOCTYPE project [
    <!ENTITY pomBaseUrl "http://server.com";>
]>
<project>
...
    <url>&pomBaseUrl;/adept-open</url>
...
</project>
