Not sure what's used on ibiblio, but I submitted a small plugin that would work for local repositories. If you're hosting your own maven repo, the server can clean itself using it. You can check it out here: (http://jira.codehaus.org/secure/ViewIssue.jspa?key=MPREPO-3)
