Strange. It seems to works for Maven. Here's what there is in
project.xml of maven-plugins:

[...]
    <report>maven-multichanges-plugin</report>
[...]

And the result is available here:

http://maven.apache.org/reference/plugins/optional/multichanges-report.h
tml

the report page clearly shows the release report:

http://maven.apache.org/reference/plugins/optional/maven-reports.html

Are you sure you're using the correct report name?
