I'm confused about how to do a proper upload request, although I've read
the page http://maven.apache.org/repository-upload.html.

I don't want to upload one of my projects. I want to give notice, that
for a project which is already hosted by ibiblio.org/maven there is a
newer version. For example the newest version for
http://www.ibiblio.org/maven/quartz/jars/ at ibiblio is 1.2.3 but there
is already 1.3.4 out.

So in such a case I can't see the point for step 1 of
http://maven.apache.org/repository-upload.html.

Therefore I have posted a Jira Request just with the download URL of the
new version of quartz and stating that this is a new version of an
existing project in ibiblio. Jason van Zyl closed the issue as
incomplete and pointed to http://maven.apache.org/repository-upload.html.

How do I post a proper upload request for my use case?
