You can use a dependency for plugin like this :

    <dependency>
        <groupId>statcvs</groupId>
        <artifactId>maven-statcvs-plugin</artifactId>
        <version>2.4</version>
        <url>http://statcvs-xml.berlios.de/maven-plugin/</url>
        <type>plugin</type>
    </dependency>
