Or couldn't you set your updatePolicy to always, so maven will always check
your repository manager for a snapshot with a newer timestamp than the local
one?

Even if you don't install to the local maven repository, won't maven pull the
dependency down and put it there for you? Then if the version in the
repository manager changes again, you will again have an old version of the
snapshot in your local repository.
