my guess would be that the pluto classes need to be available to the
root classloader (I know this is deprecated but I don't know the
replacement)
try adding this to your pluto jar dependency
<properties>
<classloader>root</classloader>
</properties>
if that doesn't fix the problem, disable precompilation
maven.tomcat.precompile=false
