It's not clear what you mean by "stuff" and "everywhere." Maven produces build artifacts; builds should be repeatable; thus using anything other than a flat filesystem is unnecessary. Nothing in Maven's design precludes using a SCM system for artifact storage, but nothing in the design requires such a system.
