You could insert this utility executions in profile. e.g.
<profiles>
<profile>
<id>whatever</id>
<build>
<plugins>
<plugin>
...
</plugin>
</plugins>
</build>
</profile>
</profiles>
And this plugin will be executed only when this profile is activated.
