Only first sentence of package-info.java comment included in javadoc

I've noticed that when I do mvn javadoc:javadoc, only the first sentence of
the package-info.java comment or the package.html body (whichever style I
use) is included. Anything after the first period does not make it in the
javadoc. But the javadoc spec doesn't limit the package info to a single
sentence, so this seems like a bug or I have some misunderstanding about how
it's supposed to work.
