UnCheckedPluginList enforcer error

[Maven User]

I'm trying to use the enforcer plugin to prevent snapshot versions of  
plugins from being used, but for the life of me, I can't get it to not  
check a few.

Does anyone have a working example?  I've tried outside the rules  
block (ignored),  inside the rules block (cannot assign configuration  
entry error).
