Absolutely not. Released artifacts MUST NOT CHANGE.

Released artifact versioning is supposed to guarantee consistency.

I have been the victim of an Apache project that rereleased its
artifacts. This led to great difficulty in controlling builds to ensure
that the correct version of the release was used.
