So - it looks like RC3 is missing the namespaces declarations?
The namespace declaration isn't relevant (Maven 2.x doesn't specify it
either), the failure is due to the file's extended format, see also [0].
I know that Nexus has already been updated to support this, will check
whether this update/patch can be installed on r.a.o.
