It's Working !

I did the following:
1) Upgrade to RC4
2) Removed any .lnk files from my repository.
3) Verified the message "using artifact deploy mode" was displayed when deploying a snapshot. I had to adjust some maven.repo.x properties.

This is a an alternate deploy method that won't do a symlink.

Alternatively, you could try -Dmaven.artifact.legacy=false and see if
that works with your current properties. It tries to convert as many
as possible, but YMMV.
