Surefire does not have any "official" public library apart from the proposed provider api.
The flurry of surefire activity is about catching up with a few years of bug backlog, as well as lifting the code to a higher quality level. In this process a lot of functionality is getting looser coupling. Unfortunately there are a couple of important design-blockers inside surefire that need to be sorted out before this process can complete, which will not happen at least before 2.8. So until then, it is probably wisest to see if you can use the bits by copying or depending on a specific version (or looking at some of the invoker stuff). We could get back to discuss if something should be extracted to a separate module at a later stage.
