A build has access to artifacts
a) that were locally built/installed or
b) that reside in any remote repo *configured* in the POM/settings
So if your project cannot build from a clean local repo, you might want
to add the required *plugin* repositories to your POM/settings.xml. That
still failing, a JIRA issue with an example project is highly appreciated.
