You asked for the 'best way'. The best way it to stand up a repository manager and deploy them there.
The other best way is to help everyone else out by pushing them to central via ossrh. Their third-party policy allows anyone to push something like this if the original author isn't willing. The next worst way is to script the use of install:install-file, and the worst is a 'system' dependency.
