Benjamin can explain... it is something to do with how aether is wired in...
i got the impression that to fix it the dependency plugin would need to
depend obey the aether apis... but i am not certain, and Benjamin and i only
discussed it sideways when discussing something else on irc w.r.t. getting
the sorted project list in both m2 and m3.
