A lot of thanks for your information! I think it should be possible to
create eclipse files before any initial build (install) but it works the
either way also, of course. But it is interesting to know why it is as
it is, so thanks for this information! I appreciate your effort to
answer my question very much!

goals.add( "install" );
So you must run this first.

I can see that the WTP component writers point to jar files - so that
may be one answer.
More investigation shows its not eclipse:eclipse's problem, it's Maven's.
Maven can't resolve the dependencies in the "ear" module but why it
can't find these in the reactor is beyond my expertise.
