I know that in Nexus, you would create a "virtual repository" specifying the Maven1-to-Maven2 provider, and it would translate the items into a Maven2 format (which is still in use for Maven3). You would then want to create a repository group which would combine the items from that new virtual repository and the current maven2 hosted repository type for use in resolving artifacts. I would go a step further and add any external repositories (via proxy repository type) to this repository group, and force resolution through that group with a <mirror> in your settings.xml.
