You cannot change Maven's behavior for aggregate projects. If, for example, want to make a package at the end, add one more module that makes the package. The order of the build in terms of executions in the aggregate project versus the build of the modules is not customizable.
In a pinch the maven-invoker-plugin might be helpful.
