Whittling this down a bit, it looks like the transformation works properly,
because after transformation, the release plugin runs a build, and I can
see in that build that the version is correct (i.e. non-SNAPSHOT).

It appears to be in what is selected for tagging.  The thing that is tagged
(and then checked out later, and then released/deployed) is my original
development pom.xml.

It is as though the transformation is not being committed properly, or that
the tag is being misapplied.  All the other mysterious screwed-up behavior
descends from here.

What could account for this?  Why now?  Is there something GitHub-related
that might have changed (though that seems wrong)?
