I would suggest to use a proper repository manager as a caching proxy instead.
There are over 110.000 installations of Sonatype Nexus Repository Manager doing exactly that and its free. Get version 2.14 from https://www.sonatype.com/download-oss-sonatype It will save you a lot of hazzle trying to get squid to do what you want and provide a number of other benefits as well.
