I guess my case is slightly different to yours since I'm using an impl
(sjsxp) of a general api (stax), so the impl rightly belongs outside
of the javax.* groups.  For jaxb, I would have thought the api should
live in javax.xml, with the jwsdp impl somewhere outside.

Looking at the packages for the jwsdp impls, a group id of com.sun.xml
looks sensible.  We could then use the standard javax.* type group ids
for the apis.  What do the repo gatekeepers think?
