Why not? It was done for the Sun .jar files, and that's working well.
because that starts to become a nightmare. You need to create a registry for the IDs, you need someone to maintain the registry, you need some sort of approval process to add entries to the registry, etc. ...
I was thinking more along the lines of, "Whoever cares enough to submit the information gets to pick the names," combined with community feedback and moderation from the Maven team.
