[m2] Additional Lifecycle Phases possible?

Can I create new lifecycle phases (e.g. release-notes) and do I need to create 
a new lifecycle handler for that? Or can I simply do this by adding phases in 
my plexus descriptor?

I'm not clear on that based on the documentation.
