I think distribution repositories are meant for user downloads or for binary/source/javadoc distribution/download.

While other repositories are meant for maven or build use.

I'm confused about distribution repository.
It is only used internally and appears to contain another copy of
release/snapshot repositories.  Why do I need two versions of these
internally?

I can only see a need for one internal snapshot repository and one internal
release repository.
