Here's 2 more things to try...

1. Use Maven Proxy. Then in your proxy settings, you can configure
your internal repo as the primary source for artifacts, then central
as a secondary source. (I don't use Proxy, so I'm not positive about
details, but I believe this is how it would work.)

2. Disable central in settings.xml by providing your own repo as a
central mirror. Then re-add Central under a different id as a
secondary repo. (Never tried this but assume it would work.)
