How can i package a war file without web.xml?

_visao\target\jcompanyd_questionario_visao-3.0-SNAPSHOT\WEB-INF\web.xml does
not exist.
In my case, i can´t put a simple web.xml with 0kb because will bring me
troubles for use it with others applications.
