Just provide those parameters to the maven JVM and jetty will use them.
I usually just set the env variable MAVEN_OPTS with:
MAVEN_OPTS="-Xdebug
-Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=5005"
and then just run:
mvn jetty:run
