Generally, unless you have a corporate proxy/firewall in between you and the Internet, you won't need to configure anything in settings.xml. The two logins you have on your computer have nothing to do with Maven (one is into Windows, and one is into your ISP, I guess).
Just give it a try with no proxy setting and see what happens when you run Maven. If it gives problems, then worry about things.
