The URI is defined by the taglib developers for example, Struts1 taglibs use : <%@ taglib uri="http://struts.apache.org/tags-html"; prefix="html" %> (@see http://struts.apache.org/1.x/userGuide/configuration.html)
You then don't have to specify anything in your web.xml The web.xml <taglib> element is for your application tags, not for tags imported from packaged libraries.
