The directory of http://repo1.maven.org/maven/batik/jars/ looks like this to me:

However, when the md5 is downloaded, it is exactly the same as the jar - i.e. not the 33 bytes of hash+EOL expected. Looks like there is a bad link or perhaps a bad htaccess file which is causing the wrong file to be downloaded.
