I am trying to download Maven plugins manually and need some help.

Reason for doing this is because I am behind a very tight company firewall 
where downloads are highly controlled. Maven auto download of plugins is not 
possible.

I have found some of the documents on setting up local repositories etc but it 
is not very clear how to set it up and dir structures.

The "Definitive Guide" also mentions that plugins will be downloaded into the 
".m2" directory, but it does not say what directory structure.

For example, in the Maven repository org/apache/maven/plugins/xxx/... etc, the 
plugins are in directories with version names. Are these necessary in the .m2 
or local repository? What about the xml files?
