We didn't do anything terrible, we just try to download some frequently used maven-plugin and build our project, Maybe there is a Bug about artifactory repository, because after we restart the jetty running the artifactory, It lost the cached artifact jar and reconnect to central repository to get the jars again. Maybe that's the reason why we reconnect to central maven again.
But is that too strictly? I don't know. I use http://www.ibiblio.org/maven2to mirror central maven temperaroryly.
