Shouldn't your profile with id=special also contain:

<profiles>
  <profile>
    <id>special</id>
    <activation>
      <property>
        <name>env.BUILD_NUMBER</name>
      </property>
    </activation>
    ...
  </profile>
</profiles>

to have profile active only when environment variable BUILD_NUMBER is
present?
