I don't think because dependency is not a Maven standard phase !!!
I suggest that you modify your POM so that the configuration parameters are
independent of the phase and goals:

<plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-dependency-plugin</artifactId>
            <configuration>
              <excludeTypes>zip</excludeTypes>
              <includeTypes>jar</includeTypes>
              <failOnWarning>true</failOnWarning>

  <outputDirectory>${project.build.directory}/standalone</outputDirectory>
              <overWriteReleases>false</overWriteReleases>
              <overWriteSnapshots>false</overWriteSnapshots>
              <overWriteIfNewer>true</overWriteIfNewer>
            </configuration>
      </plugin>
