No, you aren't forced to do that. But it is by far the easiest way of doing things. Separate concerns, i.e. artifacts, should be in separate modules. I, at least, would generally need a very good reason to bypass that design principle; a module having a small number of actual files in it is rather unconvincing.
If you absolutely must, you could try maven-assembly-plugin.
