This is the chase through the bug I did yesterday.

There's a file in there that's a Chinese dialect (supposedly - I haven't
personally gone in to look).  I do remember (however) deleting that file
and repackaging and NOT having any issues after that.  

Also, we do not explicitly have this called out as a dependency in any
of our poms, it's coming from jaxen:

Updating Jaxen to the latest still doesn't resolve this.  The only way I
can successfully get this working is put in an exclusion on icu within
the jaxen dependency.

This is simply a bad jar/classfile. You'll need to specify a newer/fixed
version of this dependency.
