You've posted the docs for the svn "copy" command, a "tag" only formally exists when you use the URL -> URL case.

In the case of the WC->URL case, as I read it, it is simply a shorthand way of saying "add" followed by "commit" of a single file. The docs don't clarify whether any history is kept, or whether any requirement exists for the WC file to be checked in or up to date first.

A tag without history isn't a tag.
