This is pretty clearly a bug/problem in the ServiceGen Ant task itself, or perhaps Maven is not setting up the Ant plugin environment as it expects? There's not a whole lot you'll be able to in Maven until this is looked into and fixed by someone. I'd ask the Weblogic ServiceGen folks if they have some ideas.
