You will have to see if you can convince your admin to open up the firewall (once you nail down the source of the problem.) If CVS was open then I can't imagine why they wouldn't let you access SVN. I'm able to get to it by using https instead of http. Also, your network admin may be more willing to open to just a single address svn.apache.org and from a single computer (yours.)
