Hmmm.... but I really see no reason to create addition inputTextTooltip
component. IMHO more simple is just to extend existing one. Or there are
some design restrictions?
Moreover, Oracle is in talks with Myfaces and they have officially
anounced that they are going to contribute their ADF components to the
Myfaces project and join as commiters, so stay connected ;-)

As I see it:
we need two attributes, tooltip (the text that will be shown) and
tooltipStyleClass.
Logic of the renderer:
If tooltip is null - render as standard, else render as
<table cellpadding='0' cellspacing='2' border='0'>
<tr><td> <input element> </td></tr>
<tr><td> <tooltip text> </td></tr>
</table>
