Java 9 is definitely a no go.

We'd need to see logs/configuration.  If you could share the entire
content of the conf directory that would help.  I realize there may be
sensitive information there so do please alter those portions.  We
also need the logs directory again and we need to know about the
windows version.

I personally build and run on windows fairly often but i've not done
so when utilizing certs for instance.
