NiFi bootstrap loop issue

Has anyone ever seen NiFi get stuck looping through the bootstrap sequence?
I'm trying to narrow down the causes/culprits. (I'm tailing the logs and in
the last 5 minutes I've seen NiFi rebootstrap 3-4 times and I know I'm not
doing it)
