We should definitely update that statement in the System Requirements to say "Requires Java 8" and remove the "or newer part", at least until the Java 11 work is complete.
I'm fairly certain what happened was that statement was written when we moved from pre-Java 8 to requiring Java 8, and at the time I'm not even sure anything newer than Java 8 was out so it was unclear if it work only Java 8 or also on whatever came next.
