Have you added each of the Nodes to "View the Data" Policy[1] for the Process Group (can do this at the top-level/root Process Group in the NiFi UI canvas, or individual Process Groups, or even individual components within Flows).
Permission to "Modify the Data" needs to be granted to all Nodes if you want to be able to Empty queues too.
